Virtual Currency Kiosks Banned

Effective immediately, HEA 1116 makes it illegal to operate a virtual currency kiosk in Indiana. The bill defines a virtual currency kiosk as “an electronic terminal through which the operator of the electronic terminal is able to conduct or facilitate a virtual currency transaction on behalf of a third party, including by connecting to a separate virtual currency exchange that performs the transaction, or drawing on virtual currency in the possession of the operator.” The original bill established various regulations on the operation of the kiosks, but the legislature went a step further and voted to ban the machines due to the number of scams and fraudulent activities tied to the devices. 

Commonly located in places like grocery stores, gas stations, and laundromats, crypto kiosks resemble traditional ATMs but, unlike standard ATMs, these machines are frequently exploited by scammers. The AARP reports FBI data that shows virtual currency kiosks were used to defraud victims of more than $333 million in 2025 alone.
