Join our informational meeting on the 2023 Higher Blends Infrastructure Incentive Program (HBIIP), scheduled for August 10th from 10-11 am ET. The session will be hosted by Helena Jette, Biofuels Director at ICMC and President Council Member of IFFA, along with Cassie Mullen, Director of Market Development at RFA.
During this event, you will gain insights into various important topics, including the increased federal match, additional funding cycles, dedicated funding for home heating oil distributors, and updated capped costs for transportation fueling facility applicants.
HBIIP application deadlines are due at 4:30 p.m. ET on the following dates:
The USDA is accepting applications for a total funding of $450 million over five quarters.
The quarterly breakdowns are as follows:
Please note that the HBIIP supports higher blends of fuel ethanol greater than 10 percent ethanol, such as E15 or higher, and biodiesel greater than 5 percent biodiesel, such as B20 or higher. However, renewable diesel is not eligible for this program.

The quarterly breakdowns are as follows:
- $67.5 million will be allocated to transportation fueling facilities (e.g., fueling stations, convenience stores, hypermarket fueling stations, and fleets including rail and marine)
- $18 million to fuel distribution facilities (e.g., terminals, depots, midstream partners),
- $4.5 million to home heating oil distribution facilities.
Please note that the HBIIP supports higher blends of fuel ethanol greater than 10 percent ethanol, such as E15 or higher, and biodiesel greater than 5 percent biodiesel, such as B20 or higher. However, renewable diesel is not eligible for this program.
